RFNoC Log-Power Block

This block takes in signed 16-bit complex samples and computes an estimate of 1024 * log2(i^2+q^2), and puts the result in the upper 16-bits of each 32-bit output item. The log is estimated using a lookup table and random noise is may be added to reduce quantization effects (this feature is enabled at bitstream synthesis time).
